ARTICLE I: NAME AND PURPOSE

SECTION I

1. NAME
The organization shall be named SAN JOSE RUN-A-BOUTS, of San Jose , California . Reference within these by-laws to club or the club shall be construed to mean San Jose Run-A-Bouts.

SECTION II

1. PURPOSE
The purpose of San Jose Run-A-Bouts shall be to foster the use and enjoyment of recreational vehicles; to encourage safe and courteous highway travel; to have a part in improving RV conditions through legislation and publicity; and to arrange for outdoor fellowship for club members and guests through trips and group activities.

ARTICLE II: MEMBERSHIP AND DUES

SECTION I

1. MEMBERSHIP
Any family owning a recreational vehicle and meeting the requirements of these by-laws may make a written application to become a member of the club.

2. REGULAR MEMBERSHIP

A) Regular membership will consist of not more than eighteen (18) hard shell campers, trailers, 5th wheels or motor homes. Owner members consist of husband and wife, each having one vote. Regular membership includes associate members.

B) Regular members must attend six (6) of the eleven (11) club outings per year. A valid club outing consists of one voting member present from a family within his or her RV on site for one night. Members are expected to make all designated outings; therefore, it shall be the duty of the member to inform the wagon master of anticipated absences no less than sixteen (16) days (or at the wagon master's discretion) before the outing. Should there be any expense incurred by a member failing to do so, that member shall pay in full whatever that expense might be.

C) Members making less than the required number of campouts per year (January to November) will be obligated to appear before, or write to, the board regarding their intention to maintain or resign their membership. The board may then make a decision whether or not to continue the member in good standing or to re-classify as an associate member for one year.

D) A member of each family shall serve in some board, or Chairperson, capacity within the first four (4) year period of their membership, with one member serving within the first two (2) years of membership.

3. GUESTS
The total number of guests allowable will be determined by the total number of sites reserved, not to exceed eighteen (18) per outing. At the discretion of the wagon master, the number of sites may be increased. Regular members shall have priority. Guest spaces will be allotted according to availability. Prospective members will be given FIRST consideration. Should there be more quests than spaces available, guests will be invited in order of sign-up.

4. PROSPECTIVE MEMBERS

A) A prospective member shall be required to attend five (5) club outings in a one-year period before he or she may make a written application to the club for membership. If no written application is submitted the individual will no longer be considered a prospective member nor be eligible as a guest.

B) Should two or more prospective members become eligible for membership at the same time, the board will draw names from a hat to determine which prospective member shall be accepted first. The other name/names will be placed on a waiting list until the next available membership opening. Persons on this waiting list will be assessed the $10.00 reservation fee as per section ii-b, Article II. This fee will be refunded should the prospect wish to withdraw his or her name from the waiting list. Persons on this list will be given first consideration for available sites and club functions, before other prospective members or guests. Persons on this list planning to attend club functions must notify the wagon master at least three (3) weeks in advance of the outing so that reservations can be made.

C) Prior to the time of written application, the prospective member shall be given a copy of the club by-laws to read and accept. They shall be voted upon for acceptance as a regular member by secret ballot at the first regular meeting of the club membership when membership space is available, and will be accepted by a two-thirds vote of the total membership. The secretary shall poll members not present at the outing at which the voted takes place in the event two-thirds membership vote is not obtained. Prospective members shall be notified by telephone by the Wagon Master following the next scheduled board meeting.

5. ASSOCIATE MEMBERSHIP
Associate membership is a one (1) year membership offered to a regular member who has not fulfilled his or her membership requirements according to Article II of the by-laws. They will be required to pay dues and attend six (6) club outings as set forth in Article II, Sections I and II of the by-laws but will not be eligible to hold office or vote. The associate member will be reinstated as a regular member at the end of the one-year period of associate membership if the requirements have been met. If the requirements are not met the associate membership will be dropped and the member will no longer qualify for membership in that calendar year.

6. HONORARY MEMBERSHIP
Honorary membership is provided for regular members who have retired and have been dues paying members for a minimum of five (5) years. Honorary members will be charged $25.00 dues per year and will not be eligible to hold office or have voting rights.

7. TERMINATION OF MEMBERSHIP

A membership shall be terminated by:

A) Resignation

B) Delinquency in payment of dues by January 31st of any year

C) Failure to comply with outing attendance requirements

D) Expulsion by a majority vote of the regular membership. A membership is not dissolved by the death of one voting member of the family.

SECTION II

1. DUES

A) The annual dues shall be $50.00 per year, from January 1 to December 31. New memberships starting after January 31 will be charged prorated dues of $5.00 per month for the remainder of the club year. Annual dues will be collected at the January outing or paid no later than January 31.

ARTICLE III: OFFICERS, ELECTIONS AND DUTIES

SECTION I

1. OFFICERS
The officers of the club shall be Wagon Master, Assistant Wagon Master, Secretary, and Treasurer.

SECTION II

1. BOARD OF DIRECTORS
The board of directors shall consist of the four (4) elected officers and the four (4) appointed standing committee chairpersons. The immediate past wagon master will be available to the board for recommendations, if consulted but will have no vote.

SECTION III

1. TERMS OF OFFICE
All officers and board members shall hold office for a term of one (1) year or until successors are duly elected and installed.

SECTION IV

1. ELECTIONS
Nominations for elective office will be opened to the floor at the scheduled October meeting. Elections by ballot will be held at the November meeting. The highest number of ballots for an office shall constitute election. All newly elected officers shall assume their duties as of January 1.

SECTION V

1. DUTIES OF OFFICERS AND BOARD OF DIRECTORS

A) WAGON MASTER: The Wagon Master shall be in charge of all meetings; attend, as ex-officio member, all committee meetings except the nominating committee; and appoint all committees which may be necessary during the year. He/she shall appoint a committee at the end of the year to audit the financial books. He/she shall handle all details for the club outings for that year. The wagon master shall carry all club-related paraphernalia. (i.e. club flags, club license plates, information member board and club suggestion box). Information board and suggestion box to be out no later than Saturday AM.

B) ASSISTANT WAGON MASTER: The Assistant Wagon Master shall assume the duties of the Wagon Master in his/her absence. He or she shall select and reserve parks for the outings to be held the following year.

C) TREASURER: The Treasurer shall collect all membership fees and dues; shall have charge of collecting and disbursing all monies, co-signing with either the wagon master or the assistant wagon master; and shall make all disbursements upon recommendations of the Board. In the event of the absence of the Wagon Master and the Assistant Wagon Master at an outing, the Treasurer shall be in charge of the outing.

D) SECRETARY: The Secretary shall record the minutes of all meetings, keep a current roster of the membership, and assist club officers and committees with any mailings necessary to membership. In the event the Wagon Master, Assistant Wagon Master and Treasurer are not present at an outing, the Secretary shall be in charge of the outing.

E) FOOD CHAIRPERSON: The duties of the food chairperson shall be to oversee and assist the hostess designated for the month in advising members of the menu and soliciting their participation to coordinate with the wagon master the dinner hour and other activities; and to post same on the announcement board at the beginning of the outing.

F) ACTIVITIES CHAIRPERSON: The duties of the activities chairperson shall be to determine activities to be held at each outing, and to organize and carry out the same. He or she will report on intended activities at the board meetings and obtain prior approval should expense be involved.

G) PUBLICITY-HISTORIAN CHAIRPERSON: The duties of the publicity--historian chairperson shall be to collect memorabilia of club functions, to maintain albums of same, and to interface with members in obtaining materials. The club will pay for expenses incurred for film development and for photo albums. . The annual photo album shall be presented to the outgoing Wagon Master for his or her retention at the club Christmas function.

H) RAFFLE CHAIRPERSON: The duties of the Raffle Chairperson shall be to purchase raffle prizes for every outing and conduct the raffle. At the beginning of each calendar year the proceeds from the November raffle will be carried over to the next year. This money shall be for the January and future outing raffle prizes. Each month thereafter all monies collected from the previous month's raffle shall be spent for the future raffles.

2. DUTIES OF BOARD OF DIRECTORS
The Board of Directors shall determine policies and activities of the club, approve all bills, and perform general management of the club.

ARTICLE IV: APPOINTIVE COMMITTEES

SECTION I

1) COMMITTEES
The Wagon Master shall appoint such committees as are deemed necessary. The term shall be specified, but no longer than the current year. The Wagon Master shall be a member ex-officio of all committees except the Nominating Committee.

A) NOMINATING COMMITTEE

A Nominating Committee chairperson shall be appointed at the February general meeting by the wagon master and charged with selecting two (2) more members, and to present same at the March general meeting. The committee shall function as directed by the club by-laws. Their recommendations for nominees for the annual elections will be presented to the board at the October board meeting (if held), and then to the membership at the October general meeting.

B) BY-LAWS COMMITTEE
The By-laws Committee chairperson shall be appointed at the February general meeting by the Wagon Master and charged with selecting two (2) more additional members, and expected to present same at the March general meeting. They shall present their recommendations and findings in writing at the September general meeting. All members not at the September meeting shall be mailed a copy of recommended changes. The final vote on any changes shall take place by the November general meeting of that year. This shall take place every two (2) years. Any changes to the By-laws must be approved by two third vote of the regular membership.

ARTICLE V: MEETINGS

1. Meetings shall be governed according to Roberts Rules of Order, newly revised.

2. BOARD OF DIRECTORS MEETINGS
The Board of Directors meetings shall be held at the discretion of the Wagon Master. A majority of the Board of Directors shall constitute a quorum.

3. MEMBERSHIP MEETINGS
A general meeting of the membership shall be held at each club outing. Fifty-one percent (51%) of the total current membership must be present to constitute a quorum at any general meeting.

ARTICLE VI: CONDUCT

1. CONDUCT
The conduct and appearance of each club member and their unit during club activities shall at all time be a credit to the club.

STANDING RULES

1. The general membership meeting shall be conducted each month at the regular club outing, day and time to be determined and posted by the wagon master.

2. Standing committee chairpersons to be appointed by the wagon master, with the approval of the board are: Food Chairperson, Publicity-Historian Chairperson, Activities Chairperson and Raffle Chairperson. These committee chairpersons shall serve on the board as voting members.

3. The monies collected in the sheriff's fund are to be expended each year towards the cost of food and wine for the Thanksgiving dinner held at the November outing.

4. In the event of the death of a member, or in a member's immediate family (husband, wife, sons or daughters), the wagon master or assistant wagon master shall have authority to donate $75.00 at the family's discretion, on the club's behalf. The club shall send a card to any hospitalized member.

5. Guest introductions to be done at Saturday night dinner. Guest attendance at Sunday meeting is optional.

6. Issues or concerns regarding conduct, activities or by-laws should be brought to the attention of the board in a timely manner. The board will determine if these issues should be brought to the general meeting, or the individual parties.

•  Every regular member should wear their club nametag at all general meetings.
•  The U.S. , California and club flag must be displayed at all outings on each rig, from dawn to dusk: U.S. in the middle, California on the left and club on the right as you face the flag.
•  All campers must accept the responsibility of their pets at the campsite and insure that they are not a nuisance to their fellow campers.
